This page will walk an applicant through the Federal Permit Application for Vessels Fishing in the Exclusive Economic Zone (EEZ) section by section. Please use this guide as a supplement to the directions included with the application. 

You can renew, transfer, and request new permits on the same application. Click here for a list of Permits Frequently Asked Questions.

Section 1 - Vessel Information

Do you own a vessel with a current (not expired) State Registration or Coast Guard Documentation?

Please fill out ALL the blocks with your vessel information.

If you are applying to renew a Highly Migratory Species commercial tuna, swordfish, and/or shark permit issued without a vessel, write "No Vessel" in the field for official USCG Number and move on to Section 2. All other permits require vessel information in Section 1.

Mark which permits you would like in Section 2. Please note a Lobster Tailing permit has special rules.

Do you want a Lobster Tailing permit?

Do you have a current Florida Saltwater Products License with a Crawfish Endorsement?

Provide the Florida Saltwater Product's information in Section 2 and mail a copy of the license with the application.

You must apply for a Federal Spiny Lobster permit in Section 2 in addition to the Lobster Tailing permit.

After marking which permits you would like, please move on to Section 3.

Section 3 - Limited Access/Moratorium Permits and Endorsements

Is there a limited access or moratorium permit issued to your vessel, or a Highly Migratory Species Tuna, Shark, or Swordfish permit issued to your NOVESID?

Mark the permit(s) you would like to renew in Section 3.

You cannot get a new limited access or moratorium permit. You must transfer one to your vessel from another vessel. However, you are eligible for many of the open access permits in Section 2.

Section 4 - Individual Vessel Owner and Lessee Information

Is a vessel owner on the State Vessel Registration or the Coast Guard Documentation an individual or group of individuals (not a corporation)?

Fill out the individual owner's information in Section 4. Copy the page as many times as needed to include all the owners as listed on the State Registration or Coast Guard Documentation.  If one of the vessel owners is a corporation, fill out that information in Section 5.

Fill out the corporate owner's information in Section 5. Copy the page as many times as needed to include all owners listed on the State Registration or Coast Guard Documentation.

Is the vessel leased by an individual or group of individuals (not a corporation)?

Fill out the individual lessee's information in Section 4b. Copying the page as many times as needed to include all lessees. If one of the vessel lessees is a corporation, fill out that information in Section 5b.

Wait until Section 5b to fill out the corporate lessee's information.

Once information on all the owner's is provided in Section 4 and/or Section 5, go to Section 6.

Section 5 - Corporate Vessel Owner and Lessee Information

Is the vessel owner on the State Vessel Registration or the Coast Guard Documentation a corporation or group of corporations (not an individual)?

Fill out the corporate owner's information in Section 5.  Copy the page as many times as needed to include all the corporations as listed on the State Registration or Coast Guard Documentation.  If one of the vessel owners is an individual, fill out that information in Section 4.

Is the vessel leased by a corporation or group of corporations (not an individual)?

Fill out the corporate lessee's information in Section 5b. Copy the page as many times as needed to include all lessees. If one of the vessel lessees is an individual, fill out that information in Section 4b.

Go back to Section 4b to fill out the individual lessee's information.

Once the information on all the owners is provided in Section 4 and/or Section 5, go to Section 6.

Section 6 - Officer/Shareholder Information for Corporations That Own Or Lease the Vessel

Is either a vessel owner on the State Registration or Coast Guard Documentation OR a vessel lessee a corporation?

Fill out Section 6 for EVERY officer of the corporate owner(s) and/or corporate lessee(s).

Do not fill out Section 6, move on to Section 7.

Section 7 - Historical Captain or Designated Operator (Income Qualifier)

Does this permit have a Historical Captain endorsement?

Fill out Section 7 with Historical Captain information. If there is also a Designated Operator for a Spiny Lobster permit, photocopy the page to fill out their information too.

Do not fill out Section 7 for a Historical Captain. Fill out Section 7 if there is a Designated Operator for Spiny Lobster and move on to Section 8.

Will a Spiny Lobster permit be qualified by the income of a person other than the vessel owner or vessel lessee?

Fill out Section 7 with the Designated Operator's information. If there is also a Historical Captain, photocopy the page to fill out their information too.

Do not fill out this section for a Designated Operator. Fill out Section 7 if there is a Historical Captain and move on to Section 8.

Section 8 - Sea Bass Pots or Golden Crab Traps

Do you have sea bass pots or golden crab traps?

Please fill out Section 8 with information about your sea bass pots or golden crab traps. Photocopy the page if you have both types of gear.

Section 9 - Signature for Application - Required

Is the vessel leased?

The application must be signed by an individual lessee or an officer of the corporation leasing the vessel.

The application must be signed by an individual vessel owner or an officer of the vessel's corporate owner.

Does a permit on the application have a Designated Operator?

In addition to the applicant's signature, the Designated Operator must sign in Section 9.

Section 3 - Limited Access/Moratorium Permits and Endorsements

Do you want to transfer a limited access or moratorium permit to your vessel, or a Highly Migratory Species Tuna, Shark, or Swordfish permit issued to a NOVESID?

Are you simply transferring the permit to another vessel you own or lease and wish to retain ownership of the permit?

You may transfer an expired permit to a different vessel owned/leased by the same owner.

Permit holders transferring a permit to a different vessel that they also own/lease are not required to sign the permit unless it is a Gulf of Mexico Charter/Headboat permit. The signature on the Gulf of Mexico Charter/Headboat permit certifies that the permit holder removed the decal from the old vessel.

Please note there are tonnage and horsepower limits on certain HMS permits.

The back of an unexpired permit must be filled out and notarized if it is transferring to a vessel that shows ANY different owner name on the U.S. Coast Guard Certificate of Documentation or the State Registration. This includes adding or removing an owner of the vessel or permit.

  • The original permit holder(s) must sign the permit. Permits owned by multiple owners, but not a corporation, MUST be signed by all owners.
  • A permit owned by a corporation must be signed by an officer of the corporation as person’s signature, position, name of company e.g. John Doe, President, ABC Corporation.
  • Print the name(s) of the new permit holder(s) in the space for “Receiving Vessel Permit Holder.”
  • The permit must be sent to the Southeast Permits office along with an application, payment, and all required documents within one year of the permit's expiration date.

Please note there are tonnage and horsepower limits on certain HMS permits.
